Todd has lived in Lowell since 1996. He has served the Town of Lowell in one capacity or another for over 26 years.

He was a police officer with the Town of Lowell from 1994 until he retired in 2017 with the rank of sergeant. He currently is a Gaming Agent for the State of Indiana where he investigates gaming crimes, money laundering, and other criminal activity occurring at the casino. He also investigates regulatory violations from the casinos in order to make sure the gaming facilities uphold the high standards of character, reputation, experience and financial integrity envisioned by the Indiana State Legislature when gambling was legalized in the State of Indiana.

When he retired from the Lowell Police Department, he continued serving the Town of Lowell by being a member of the Lowell Police Commission. Todd was one of the first teachers for the vocational Law Enforcement class at the Lowell High School.

Todd’s wife, LeAnn, was a member of the Lowell Town Council from 2015-2018 where she was the first female president of the Lowell Town Council in 2017. LeAnn currently is the Assistant Director for the Lake County Board of Elections and Registration. Todd and LeAnn have a son, Brant, who is currently attending Liberty University in the School of Aeronautics.
